Shane Kirsch, NRP, currently serves as the Director of Ambulance Services for Campbell County Health, bringing more than 15 years of experience in emergency services. A dedicated first responder since 2009, he worked as a full-time Firefighter/EMT from 2012 to 2017 and has been an integral member of Campbell County Health EMS since 2011. Shane’s leadership, collaboration, and commitment to rural emergency preparedness have earned him recognition in Campbell, Weston, and Sheridan counties. These attributes have paved the way for his recent appointment as President of the North East Wyoming Health Care Coalition. Shane remains focused on fostering collaboration among first-responder agencies in the region and ensuring high-quality emergency care for the communities he serves.
Anthony Vopat, NR-P, FP-C is an experienced emergency medical services professional currently serving as the Emergency Medical Services Coordinator and Hospital Emergency Preparedness Coordinator for Crook County Medical Services District (CCMSD).
He also serves as Vice President of the Board of Directors for the Northeast Wyoming Healthcare Coalition (Northeast HCC) and is the Past President of Region One Healthcare Coalition, now operating as Northeast HCC.
Anthony is a Nationally Registered Paramedic (NR-P) and a Certified Flight Paramedic (FP-C), with a diverse clinical background that includes both ground and air medical transport. He previously worked as a flight paramedic, providing critical care services on both fixed-wing and rotor-wing aircraft.
In addition to his clinical roles, he has served as a clinic-based educator, supporting staff development and clinical readiness.
His professional experience is further supported by more than a decade of service as a second-generation volunteer firefighter, including time as a department Training Officer, where he focused on operational readiness, education, and safety. Through his leadership roles, Anthony has been actively involved in regional emergency preparedness, coalition development, and cross-agency collaboration to strengthen healthcare system resilience.
He is currently completing training as an ISO 9001 Lead Auditor, further supporting his focus on quality improvement and organizational excellence.
In addition to his healthcare leadership roles, Anthony currently serves as the Secretary for the Evans - Tonn Ditch Company, an irrigation company, supporting local agricultural operations and water management efforts.
Outside of his professional work, Anthony is a father of two and enjoys coaching youth soccer. He values time spent working in his family truck garden and caring for his two horses, reflecting his strong connection to community, family, and the rural lifestyle of the region.
Trish Habeck has had the privilege of serving as the Public Health Response Coordinator for Crook County Public Health for nearly four years.
In this role, she leads planning, preparedness, and response efforts for a wide range of public health emergencies, working closely with county partners, regional agencies, and statewide coalitions.
Since stepping into this position, Trish has been an active and engaged member of the Northeast Wyoming Healthcare Coalition, contributing to planning initiatives, exercises, volunteer management efforts, and ongoing regional coordination.
Outside of work, Trish is a proud boy mom and stays busy cheering from the sidelines as her son pours his heart into sports and school. Balancing family life with public health preparedness keeps her on her toes, but she wouldn’t have it any other way.
I've been an RN since 1994 and am the Trauma/Emergency Preparedness Coordinator for Weston County Health Services in Newcastle.
I worked the floor and ER up until a year ago when I took this position. I've been married to my husband Rod for 4 years and have 3 daughters. My husband and I adopted my 12 year old grandson 2 years ago.

Karri White serves as the Director of Buffalo EMS in Johnson County, Wyoming, where she oversees emergency medical operations, workforce development, and community partnerships.
With extensive experience in system planning and rural healthcare coordination, Karri is committed to strengthening emergency preparedness across Northeast Wyoming.
She works closely with healthcare and
public safety partners throughout northeast Wyoming to strengthen coordinated response and community resilience.
Edward is the Public Health Response Coordinator for Sheridan County Public Health in Sheridan, Wyoming. He has earned a B.S. in Biotechnology from St. Cloud State University and a Ph.D. in Microbiology from the University of Alabama at Birmingham. His interests include viruses, bacteria, diseases in general, and shoveling snow.
Brad McKee serves as the Regional Response Coordinator for the Northeast Wyoming Healthcare Coalition through K.A.R.E. EMS Solutions, a company he owns and operates with his wife, Alexus McKee. He is the primary point of contact for Healthcare Coalition coordination, response, and preparedness efforts across Northeast Wyoming.​
A Paramedic since 2006, Brad brings over two decades of emergency services experience, including hospital-based EMS, fire-based EMS, critical care transport, and regional clinical leadership.
He currently serves as the EMS Shift Supervisor for Training and Education at Campbell County Health and works through K.A.R.E. EMS Solutions to support rural healthcare and EMS partners through training, education, and preparedness initiatives that strengthen regional response capabilities.
Deanna Lassegard received her EMT training in 2003 and earned her paramedic certification in 2005 which she has kept current. Bachelor's degree in Nursing from South Dakota State University and a Doctorate in Medicine from University of South Dakota.
Dr. Lassegard completed her residency training in Emergency Medicine at East Carolina University in Greenville NC where she was chief resident.
Dr. Lassegard is passionate about EMS education and oversight and is actively involved in all of her medical directorship roles.
Dr. Lassegard of Black Hills Medical Direction has experience with medical direction for austere and wilderness medical teams, mine rescue EMS teams, rural and urban EMS teams, critical care and community paramedicine teams, and fire departments.
Dr. Lassegard is experienced in all facets
of medical direction.
